Where can I keep my pet duck, HELP!!? - indoor pet fence

live in the city and have no court. our yard is concrete and tiles around the pool. We have grass in our yard Watch. I want my duck like a beast inside, but I think I will be allowed .. If we do on grass or concrete?
Is it be okay for a duck in one of the days? that the neighbors have cats go home for their may not be safe for him outside. We live in New Zealand and theres no hawks / cats ..... only eagle. could put a fence, but its still dangerous

We have a large park with a pond and ducks near our house. We should let our ducks live when I grow up?
